The van hit a male pedestrian and the vehicle left the scene of the accident. According to Clay County Jail records, 23-year-old James D. Russell of Hawley faces charges of criminal vehicular operation, leaving the scene of an injury accident and fifth degree assault. This appears to be a domestic type of situation.
